Objectives<\/h2>\n\t\t\n\t\t<div class=\"block-columns\">\n\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<h3>Section 1 \u2013 Incubator for Repurposing Projects<\/h3>\n<p>This section\u2019s objective is to support organizations wishing to realize repurposing projects in the first steps of the planning process. In addition to providing ad hoc financial assistance for the completion of technical assessments, business plans, and other tools necessary for planning projects, it provides participating organizations with networking and training opportunities.\u00a0<\/p>\n<h4><span class=\"text-color-theme-2\">More specifically, it pursues the following objectives:<\/span><\/h4>\n<ul>\n<li>Encourage the development of high-quality repurposing projects;<\/li>\n<li>Providing ad hoc financial assistance for the completion of technical assessments, business plans, and other tools necessary for planning projects;<\/li>\n<li>Providing participating organizations with opportunities for networking and pooling of resources;<\/li>\n<li>Providing participants with expertise and personalized support;<\/li>\n<li>Contribute to the development of projects that respond to the needs of the community;<\/li>\n<li>Encourage a thorough plan for the project so as to reduce the associated risks;\u00a0<\/li>\n<\/ul>\n<p>Promote the preservation of the heritage characteristics of the building concerned.\u200b<\/p>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<h3><strong>Section 2 \u2013 Repurposing of places of worship of heritage value<\/strong><\/h3>\n<p style=\"font-weight: 400;\">This section\u2019s objective is to provide grants to the owners of places of worship of heritage value wishing to carry out restoration and upgrading to standards projects necessary for a change of use, while promoting the conservation and enhancement of their heritage characteristics.<\/p>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\n\t\t<\/div>\n\n\t\n\t<\/div>\n<\/section>\n\n\n\n<section id=\"block_1245daaaa69870eab174a64e43c5778c\" class=\"page-block page-block-columns progressive-fade-in page-block-margin-standard page-block-bg-none\">\n\n\t\n\t<div class=\"page-block-inner content-width progressive-fade-in-element progressive-fade-in-element-1\">\n\n\t\n\t\t\t\t<h2 class=\"page-block-title over-line title-2\">2. Eligible Clientele<\/h2>\n\t\t\n\t\t<div class=\"block-columns\">\n\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<p>Includes the following owners of an eligible building or their proxy (designated by resolution):<\/p>\n<ul>\n<li>Municipality or Regional County Municipality (MRC);<\/li>\n<li>Band Council or Cree, Inuit or Naskapi community;<\/li>\n<li>Non-profit organization;<\/li>\n<li>Cooperative;<\/li>\n<li>For profit entity<\/li>\n<\/ul>\n<p>De plus, pour \u00eatre amissible, le demandeur doit d\u00e9tenir un droit de propri\u00e9t\u00e9 au sens du Code civil du Qu\u00e9bec ou une offre d\u2019achat, sur l\u2019ensemble ou une partie d\u2019un immeuble admissible. Eligible Property<\/h2>\n\t\t\n\t\t<div class=\"block-columns\">\n\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<h3><strong>Section 1 \u2013 Incubator for Repurposing Projects<\/strong><\/h3>\n<p>Eligible properties under Section 1 include places of worship of heritage value constructed before 1976 whose status corresponds to one of the following under the Cultural Heritage Act (RLRQ, chapitre P-9.002):<\/p>\n<ul>\n<li>Heritage building listed or located on an heritage site listed by the Ministry of Culture and Communications (MCC);<\/li>\n<li>Building located on a heritage site as declared by the MCC;<\/li>\n<li>Heritage building cited by a municipality, located on an heritage site cited, or building that the municipality commits to citing within the 12 months following its admission to the incubator;<\/li>\n<li>Building with a Superieur quote from a municipal or MRC inventory that is under the protection of the\u00a0Land Use Planning and Development Act.<\/li>\n<\/ul>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<h3><strong>Section 2 \u2013 Repurposing of places of worship of heritage value<\/strong><\/h3>\n<p>Properties eligible under section 2 include places of worship of heritage value constructed before 1976 whose status corresponds to one of the following under the Cultural Heritage Act (RLRQ, chapitre P-9.002):<\/p>\n<ul>\n<li>Heritage building listed or located on an heritage site listed by the Ministry of Culture and Communications (MCC);<\/li>\n<li>Building located on a heritage site as declared by the MCC;<\/li>\n<li>Heritage building cited\u00a0or\u00a0located on an heritage site cited by a municipality;<\/li>\n<li>Building with a Superieur quote from a municipal or MRC inventory that is under the protection of the\u00a0Land Use Planning and Development Act.<\/li>\n<\/ul>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\n\t\t<\/div>\n\n\t\n\t<\/div>\n<\/section>\n\n\n\n<section id=\"block_9999acd66fdaa340b0f4c6ae4f2dd98f\" class=\"page-block page-block-columns progressive-fade-in page-block-margin-standard page-block-bg-none\">\n\n\t\n\t<div class=\"page-block-inner content-width progressive-fade-in-element progressive-fade-in-element-1\">\n\n\t\n\t\t\t\t<h2 class=\"page-block-title over-line title-2\">4. Eligible projects and expenses<\/h2>\n\t\t\n\t\t<div class=\"block-columns\">\n\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<p>Eligible expenses include professional fees surrounding the completion of assessments concerning the planning of a repurposing project for an eligible building, judged to be pertinent and authorized by the management committee.<\/p>\n<h4><span class=\"text-color-theme-2\">The following are not eligible for reimbursement by the program:<\/span><\/h4>\n<ul>\n<li>Expenses related to works\/construction;<\/li>\n<li>Expenses related to the purchase of equipment;<\/li>\n<li>Expenses related to the exercise of a religious manifestation;<\/li>\n<li>Expenses realized before the confirmation of financial assistance;<\/li>\n<li>Expenses directly or indirectly financed through another program of the MCC or the CPRQ.<\/li>\n<\/ul>\n<h4><span class=\"text-color-theme-2\">Other aspects of this section<\/span><\/h4>\n<p>Projects may remain in the incubator for a maximum of 24 months after the confirmation letter.<\/p>\n<p>Studies completed through allocated financial assistance may be used by the Ministry of Culture and Communications and the CPRQ for purposed of dissemination, transmission and education, for the benefit of other repurposing projects.<\/p>\n<p>The Ministry can award a certificate of quality to projects coming out of the incubator.<\/p>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<h3><strong>Section 2 \u2013 Repurposing of places of worship of heritage value<\/strong><\/h3>\n<h4><span class=\"text-color-theme-2\"><strong>The following are eligible:<\/strong><\/span><\/h4>\n<ul>\n<li>Works on a building targeting its repurposing for non-religious ends judged pertinent by the management committee;<\/li>\n<li>Works related to upgrades to standards, consolidation and restauration judged pertinent by the management committee;<\/li>\n<li>Professional fees surrounding the preparation for and realisation of a project;<\/li>\n<li>Integrating the arts with architecture and the environment, where appropriate.<\/li>\n<\/ul>\n<h4><span class=\"text-color-theme-2\"><strong>The following are not eligible for reimbursement by the program:<\/strong><\/span><\/h4>\n<ul>\n<li>Expenses connected to the purchase of specialized equipment or furnishings (integrated or otherwise);<\/li>\n<li>Expenses financed through another program of the MCC or the CPRQ;<\/li>\n<li>Expenses related to the exercise of a religious manifestation;<\/li>\n<li>Expenses having received financial assistance under Section 1 of this program;<\/li>\n<\/ul>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\n\t\t<\/div>\n\n\t\n\t<\/div>\n<\/section>\n\n\n\n<section id=\"block_0072c5b2544310471db0a0b7ff82cd55\" class=\"page-block page-block-columns progressive-fade-in page-block-margin-standard page-block-bg-none\">\n\n\t\n\t<div class=\"page-block-inner content-width progressive-fade-in-element progressive-fade-in-element-1\">\n\n\t\n\t\t\t\t<h2 class=\"page-block-title over-line title-2\">5. Presentation of Projects<\/h2>\n\t\t\n\t\t<div class=\"block-columns\">\n\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<h3><strong>Section 1 \u2013 Incubator for Repurposing Projects<\/strong><\/h3>\n<p>The application for financial assistance must be completed through the\u00a0<strong><a href=\"#form\" target=\"_blank\" rel=\"noopener\">form\u00a0<\/a><\/strong>provided by the Qu\u00e9bec Religious Heritage Council (CPRQ) and be accompanied by the following documents:<\/p>\n<ol class=\"custom-ol\">\n<li>A presentation file for the building and the intended project;<\/li>\n<li>A resolution by the applicant entity authorizing the submission of the application and authorizing a designated representative to sign all commitments concerning this application;<\/li>\n<li>The service offers for the studies to be carried out or a detailed description of them;<\/li>\n<li>A resolution by the municipality where the building targeted by the project is located articulating its support for the project;<\/li>\n<li>Proof of ownership or offer of purchase.<\/li>\n<\/ol>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<h3><strong>Section 2 \u2013 Repurposing of places of worship of heritage value<\/strong><\/h3>\n<p>The application for financial assistance must be submitted through the\u00a0<strong><a href=\"https:\/\/www.patrimoine-religieux.qc.ca\/en\/financial-assistance\/forms\" target=\"_blank\" rel=\"noopener\">form\u00a0<\/a><\/strong>provided by the Qu\u00e9bec Religious Heritage Council (CPRQ) and must be accompanied by the following documents:<\/p>\n<ol class=\"custom-ol\">\n<li>A presentation file including the business plan, schedule, and budget (Uniformat II, level 1 or\u00a0more) for the realization of the project;<\/li>\n<li>A resolution by the applicant entity authorizing the submission of the application and authorizing a designated representative to sign all commitments concerning this application;<\/li>\n<li>A complete technical audit of the building;<\/li>\n<li>A business plan or feasibility study;<\/li>\n<li>A preliminary assessment of the compliance with standards assuring that the new use is compatible with the conservation of the building\u2019s heritage values;<\/li>\n<li>A resolution by the municipality where the building targeted by the project is located articulating its support for the project;<\/li>\n<li>Proof of ownership or offer of purchase;<\/li>\n<\/ol>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\n\t\t<\/div>\n\n\t\n\t<\/div>\n<\/section>\n\n\n\n<section id=\"block_de9c03c2dfc7105af19d0e225adcc2fa\" class=\"page-block page-block-columns progressive-fade-in page-block-margin-standard page-block-bg-none\">\n\n\t\n\t<div class=\"page-block-inner content-width progressive-fade-in-element progressive-fade-in-element-1\">\n\n\t\n\t\t\t\t<h2 class=\"page-block-title over-line title-2\">6. Selection process and evaluation criteria for projects<\/h2>\n\t\t\n\t\t<div class=\"block-columns\">\n\n\t\t\t\t\t\t<div class=\"block-column\">\n\t\t\t\t\t\t\t\t<div class=\"text wysiwyg\">\n\t\t\t\t\t<p>When a request\u00a0involves a municipality, the Council will carry out a pre-analysis of the file based in particular on the guide\/memory sheet that will be provided to them, in order to ensure that the provisions of the Law on secularism of the State are taken into account<\/p>\n<p>A jury will be responsible for the analysis of the applications for financial assistance and formulate recommendations for the program\u2019s management committee.
